Following a seven-week community comment period during April-May 2011, the Eastern Metropolitan Regional Council (EMRC) and its Community Task Force have finalised a Community Partnership Agreement (CPA) for the proposed Resource Recovery Facility.

CTF members have brought community input from their own local community links and used feedback from a community forum, held in September 2010, to prepare the CPA.

Regional community comment on the draft CPA was considered by the CTF in making adjustments to the final document.

EMRC Chairman, Cr Graham Pittaway OAM said, "The Community Partnership Agreement represents a commitment by EMRC to work with the community to make sure that the construction and ongoing operation of the Resource Recovery Facility is developed in the best interests of the community".

"We appreciate the considerable work done by all task force members in developing this document, which will be used throughout the lifetime of the facility".

The Community Task Force (CTF), comprised of eight community members and two EMRC members, was formed in July 2010 to develop a CPA in relation to the development and performance of the proposed Resource Recovery Facility.

The CPA will form part of the tender documentation, which tenderers will be required to address. It will also provide indicators through which EMRC and the facility operator will benchmark their performance and report back to the community.

The planned facility will be built at the Red Hill Waste Management Facility and will process household waste from EMRC's six member Council areas: Bassendean, Bayswater, Belmont, Kalamunda, Mundaring and Swan.
